Chief Ruggles has been in law enforcement since 1969 (his 41st year). He was with Norwalk Police Department from 1970-2001, the last 10 years as Chief.
He then worked for the Huron County Sheriff, Put-in-Bay Police Marine Patrol and the National Center for Missing and Exploited Children, before being hired as Chief with Monroeville Police Department, June, 2005
Chief Ruggles has also graduated from the FBI National Academy and Police Executive Leadership College. Has attended over 125 seminars in his career.
Recipient of Norwalk Officer of the Year and Silver Star for Bravery.
Former instructor for Willard Police, Sandusky Police, Terra State Community College, North Central State College and the Ohio Peace Officer Training Academy. Guest instructor for PELC.
Former District 2 Representative, Ohio Association of Chiefs of Police.
He had also delivered two babies in one year while on duty.
Family includes two grown daughters, four grandchildren. Currently lives at Holiday Lakes.
Interests are woodworking, motorcycling and boating.
